Base jumpers usually have a getaway car at the DZ, and someone taking
snaps or shooting video. Sounds like someone got left behind :-)

They tend to do it first thing in the morning when winds are light and
pedestrians/traffic is scarce. Anyone loitering at the DZ is likely to be
at least informed of this interesting if illegal activity, if not part of
it, and if I were a cop, I'd nick 'em!
