Why not build a gimbal just for high-angle shooting? Seems like a few hardware store items and angle iron would do the trick. I'm sure I saw a home-made one on a web search awhile ago. Plus I think there is a cheap gimbal (<$50) out there somewhere, maybe even Bogen.
Bogen has the 3421 gimbal head, B&H lists it at $152. Possibly the best buy in a gimbal.
