You said exactly what I think :) A sensor has no native ISO or whatever, it can be used as xxx -> xxxx ISO because others settings would be unusable or unpractical but that is NOT a function of the sensor. If Pentax wanted they could have chosen to let 3200 ISO available.
I do not think the 22bit thing is any magic. I mean that it is no magic at all otherwise 3200 ISO would be available.
