I don't think that's the case since I can "create" banding whenever I want it.

Long exposures even at moderate ISO are quite prone to it...
Admittedly it is easy to hide by pulling down the shadows a little
bit. But it can sometimes limit you wrt the sort of manipulation you
can perform on an image.

It is especially visible when the scene being photographed is
naturally weak in the blue channel such as tungsten or street
lighting.  If you try to adjust the w/b to get realistic colours the
banding will show up.  This sort of scenario is pretty extreme so in
practice it is not a severe limitation but imho it should be fixed.
