I've wondered this myself and was at one time trying to get information
on that Sigma lens. I couldn't find anything. The earlier version (with
the 82mm filter thread) had a very poor reputation. I think the
combination of the poor reputation of the first lens and the advent of
(smaller and less expensive) small-image-circle lenses pretty much
killed the sales of the second version. I've found the other Sigma EX
lenses to offer stellar performance, but I wouldn't buy the 17-35 unless
I could confirm that it is really a new design!
A can wholeheartedly recommend the Tamron 17-35/2.8-4, which is also a
full-frame lens. I just don't know where you could get one now...
