Worked well right here in the U.S.A. between the Great Depression & Reaganomics. Worked for the majority anyway.

The breakdown started when the Supreme Court decided that "Separate but Equal" was in no way ever going to be "equal", so it was no longer gonna' be allowed to be "separate" either.
