I held command-R down for at least a > minute and a half. Could it be that that is not long enough? My bad. I didn’t understand the instructions, even as given by disk utility. I didn’t realize command-r was to be held down while/after restarting the computer. Probably there was a recovery partition there all along. In any case, I was able to run repair disk and the disk was repaired successfully.
