I know the seller personally, and can tell you why he did this.  Simply
because it is too much hassle to deal with international transactions. 
I do it on the KMP, and see how many explanations and conditions I need
to put (http://kmp.bdimitrov.de/for_sale/).  It is difficult and
expensive to receive playment from outside the EU, and there is no way
to insure packages that go to the USA.  So, how likely is it that
someone will send $1000 to an unknown person in Germany, and wait for an
uninsured package worth $1000 to come back?

I sold some items recently, and some of them went to the USA.  The
average transaction took about 20 days.  I have lived in the USA, and
know about personal checks, cashiers checks, bank checks, money orders,
etc.  But most buyers in Germany are not aware or not willing to deal
with all this hassle.
