I don't do a lot of paper trimming, but when I do I use rotary cutters - never had much luck with accurately using the guillotine cutters.  For smaller paper, up to 8.5 x 11 I use a cutter similar to this...

If I have a need to trim larger sheets*I* use one that's actually made for working with fabric but works fine for photo paper as well...like this...
