Hi Wendy, The picture on the NASA site is described in the caption as a time-lapse sequence. Typically, shots like these are taken through a very strong filter (typically an optical density of 5 or so, corresponding to a filter factor of ~100,000). To make things interesting, photographers sometimes take an additional exposure (on the same frame) without a filter, when the Sun is not in the field of view. Not sure if there was the typical late afternoon fog coming in off the ocean that day or not. If there was, then the exposure of the water and bridge was probably taken in the late afternoon, well before the start of the eclipse.
