For desktop editing you should get a subscription for Lightroom Classic with Photoshop. This is the cheapest option for which get only 20 GB cloud storage. You will be pleased with all the new features in Lightroom Classic compared to Lightroom version 6. I wouldn't look any further unless you only want to work in the cloud.
