Not exactly.  PLUG is the Portland Linux/Unix Group[1] *AND* the
Portland Linux User Group[2].  PDXLUG began as a mailing list after a
brief period of disagreement about PLUG website management, circa
January 2003.  A few months later, PDXLUG started having monthly
meetings.  

The people who started PLUG (11+ years ago) are largely still there.
I think maybe you meant the people who started PDXLUG (see? more
confusion! ;-).

Fewer people translates to less traffic, but I think if you tried to
quantify it, signal-to-noise ratio probably isn't measureably
different than PDXLUG.  Of course, unless you read both you wouldn't
be able to judge that.

PLUG is also a little more developed in terms of public service.  They
have two presentations (general and an "advanced topics") and an
install clinic each month.  PDXLUG has had a lot more energy for OSCON
booths than PLUG, which is admirable.
