You are trying to do the same thing that many before have tried with only
very limited successes. The Protel autorouter is not designed for this
practice (routing single-layer, neither are 'most' autorouters) and it
doesn't do a good job of it. Protel doesn't even support any form of
automated jumper placement in manually routing processes, so what is the
router supposed to do that would make it handle jumpers any better?
You just can't beat the ole human brain-power.
Some people have tried routing it two layers with a big fill or keepout over
the top layer to keep the autorouter from placing tracks on the top side or
a number of other similar work-around. However, the completion rate is low
and then you have to manually clean-up the design and manually put in your
own jumpers anyway. I would route it manually and you would probably find it
to be much faster.
