Hi Tasting_fan,

  I think you have to drive an input  of around 3.3 V to make the two
MOSFETs   conduct alternately in order to get an inverted output. Also see
that you tie the substrate of the P MOSFET to Vdd (3.3V) and N MOSFET to
ground.
