Peter,
        If you have a drill that precisely overlaps another, Protel will detect 
and remove it when you generate the Drill information. The fact it found 
precisely overlapping drills will be noted in your *.DRR file just below the 
size chart.

        If you have drills that overlap enough to breakout into each other's 
holes, that will not be detected.

        The only manner to try detecting these automagically would be writing a 
Pad spacing rule under clearance constraints using pad class "All" to pad class 
"All". You could also do it using object types (selecting both Pads and Vias) 
to detect both pads and vias that overlap. However, then you could not have any 
pads/vias touching at all, even if it was a desirable feature somewhere in your 
design.
