i can't really explain this, i haven't seen it

but do go to Tools Prefs
Defaults Tab
Component
Edit Values button

here you will see all the edit comp dialogs and TABS
examine the coords of the comment and design positions
also note that you can change the default autoposition these

my eyes glaze over whenever i read the description about the 'permanent' check box, but i can say that mine is OFF
