What a coincidence. I'm just working with a prototype using a 
ATMega128 on a P99SE board. I've used the QFP14X14-64(N) 
footprint from the standard IPC square QFP library. It looks to be rather 
generous on pad width (at the expense of gap), but otherwise OK.
In this footprint there are "N" and "T" options which signify where pin 1 is 
located (corner or middle).
