Just a reminder, my QFP/TSSOP footprint generator works only requiring 3 measurements right from the data sheet. It internally calculates the center of the pin, the inside & extra plating land material.

Look in your supplied library, if 99 comes with one. The package is standard so your Atmel should fit. I currently use 2004 and the pattern is supplied in the library. Other than that, I'd go off of the data sheet and compensate for the size of the pad you'll need to solder to. You can always print up the pattern to verify it before you cut a board.
