Not so strange. Try this.

Since it appears that all you want is to place a "place label here"
marker on the top side, just create a component that has an outline on
the topside silkscreen layer.

Use a 5-10 mil top-layer silkscreen track to define the border of the
"Place here" area, then place a top-layer silkscreen string inside that
says, "HERE!" or "Label" or "Put the damned label here already" or
something similarily obvious...

Be sure to place the new component on the top side of the board, of
course...

Of course, the annoying thing is that you'll have to manually supress
Protel's desire to place a ref designator, but that's just a no-brainer
edit after the component's been placed to stop display of the
ref-designator and part name fields...
