Hello! I've got news: I followed aj's suggestion and draw my 'place-label-here-rectangular' in top-overlay layer. Unfortunately with the same result: Protel is throwing it onto the bottom layer (fonts mirrored).
But I tried another thing: I created a schematic-symbol, linked it to my pcb-footprint and made an pcb-update. Et voilà: The 'place-label-here-rectangular' is on the top layer. Slowly I drown in self-doubts... . I can't get, why protel does so. Anyway: I can accept this 'schematic-symbol-solution'. Thanks a million for all suggestions!
