Correct. Then, for manufacturing info (i.e. gerbers), some people are asking 
the outlines to be on Mech Layer 1. Some 3D third party PCB viewers also 
require outlines on Mech Layer 1. It can get more complicated, as for 
specific design purposes outlines on other layers could be necessary. So I 
just copy and paste them on top of each other on all different layers.
