Yes, but then you may want to have some empty areas on the board, where you might want to have a smaller clearance. I find it more convenient to not (ab)use the keepout layer as board outline -- sometimes they are the same, but that's more a coincidence than a rule, so to me it makes more sense to just have the outline on a separate layer (mechanical layer). That then leaves the keepout layer free for what it's meant to be: defining the areas where placement and routing may happen -- whether or not that coincides with the board outline.
