If you do have SP6 installed it should be at the bottom of the Edit Menu.

I know there is an editor that you can bring up that lists all of the different hole sizes on the board and you can select the different hole sizes and edit them. If I can't find the editor then I will probably use the "Hole Selector" which is located under the menu 'Edit/Select/Hole Size...'
