Well that explains why I couldn't find it, it was not listed on my menu. I must have deleted it by accident when I customized all my keys.
Also the menu command for it is pretty cryptic "HSEdit:Run" is not very descriptive. Thanks for your help! I know there is an editor that you can bring up that lists all of the different hole sizes on the board and you can select the different hole sizes and edit them.
