Protel schematic components and PCB footprints are completely 
independent of the library from which they came, once they're placed 
into a design. The connection to the library is solely an attribute 
of the local design environment, and in fact I don't think there's 
any way to find out what library a particular part came from once 
it's placed. Indeed, I've screwed up designs and ended up with two 
different components with the same lib ref name. Unless someone is 
adding components to a design, they don't need your libraries at all. 
And then they only need your libraries if you want them to use your 
components. But there's no way to stop them from adding parts from 
whatever libraries they have locally. Did I misunderstand something 
in your query?
