Thoughts... Try checking file associations to assure that there isn't a contention between Protel and some other application on your installation. Such contentions have been responsible for some of my problems in the past.
You did not mention purging the registry of all Protel related entries. It might be worth the trouble to consider that as well in your next go around...(if you decide to attempt a full re-installation) I have also seen Protel chop some of its file into itsy bitsy garbage when operating in Protel's world famous ProtelMarketingDepartmentGetThemToBuyTheNextVersionByHookOrByCrookUngrac efulShutdown(tm) mode, and Client99SE.cfg may not be the only file involved in the corruption.
