Certainly, a lot of embedded systems don't need anything near the capability of Linux, so maybe the flurry of inappropriate use of Linux has stopped. I know from reading the comp.arch.fpga list that a lot of people are working with soft core CPUs on various maker's FPGAs, and running stripped-down Linux kernels on them. Some of the FPGA vendors have made this pretty easy, and maybe the author of your article is unaware of this, because no chip CPU is being used. It is not totaly clear whether your question refers to embedded Linux, or the use of Linux-based tools in the development of embedded products. If the latter, then I think the trend is upward.
