List: I am familiar with that 2008 paper by Brier. It indicates no awareness of Peirce's explicit definition of the "doctrine of an immanent deity" in *The Century Dictionary* and his multiple emphatic denials that God is "immanent in" Nature or the Universes as maintained by both pantheism and panentheism. Overlooking the instances of the latter in unpublished manuscripts (R 288, R 843) is perhaps understandable, but his equally unambiguous reference to "One Incomprehensible but Personal God, not immanent in but creating the universe" (1907) appears in both CP (5.496) and EP (2:421).
There were a few exchanges about this on the List back in 2016, when Brier himself was still an active participant. In one of them, he admitted, "It is clear that the concept of god in panentheism is not a personal god" ( https://list.iupui.edu/sympa/arc/peirce-l/2016-10/msg00263.html). Since panentheism maintains that God is both impersonal and immanent, it is quite obvious from Peirce's own testimony that he was *not *a panentheist, which Gary R. has consistently acknowledged.
