That phrasing doesn't really ring a clear bell with me, apart from
perhaps where Peirce in his "Questions Concerning Certain Faculties
Claimed for Man", writes:
"It appears, therefore, that there is no reason for supposing a power
of introspection, and consequently, the only way of investigating a
psychological question is by inference from external facts"

You might also try looking through the Helsinki Peirce Commons
dictionary of terms Peirce often used.

When all has been said and done, however, it is also true that in the
