Same thing in France when the scapegoating really started in the 80's as the 
French Socialist Party took power with Mitterand.
The rise of the National Front started at this time, when the FSP decided that 
EU neoliberal policies were the only valid path to follow.

It is not to say that racism did not exist before that (and obviously France 
has a long history of institutional racism).
