well, they did ally with each other for awhile (e.g., in Afghanistan, the Balkans). But politics, as they say, makes strange bedfellows -- and bedfellows can break up. The US used to like total creeps like Noriega -- and Saddam. But then they became Hitlers du jour. Noriega's still in jail, no?
