It hasn't yet.  We can't just say "Perl Documentation Project" has the
copyright, because that thing doesn't exist, it's not a legal body,
and can't deal with legal matters.  It's like saying my house has the
copyright :-)

YAS is a good holding area for IP, much as the Apache Software
Foundation is for the Apache projects.  If you have any other
suggestions, feel free to offer them.

I do believe I agree.  Perhaps not even the description of what they
