Rock:  I believe the automagic Makefile.PL bug is only in CPANPLUS.  
Unfortunately, even the current version seems to still have it.

Hard place:  The (old) CPAN.pm default was to prefer Makefile.PL over 
Build.PL.

Thus, for the novice, *not* including Makefile.PL is probably the best 
bet (short of not using Module::Build.)

Also, given configure_requires, all they need to know is to upgrade 
CPAN.pm first.
