I won't offer any strong opinion whether FIT is the right approach for this 
(having left the world of trying to satisfy users quite a while back), but 
the question there is "How do we know we've built the right thing?"

If the users don't really care about that question, give them a copy of GNU 
Hello World on a nice DVD, take the money, and run.

If they do care about that question, find some way of encoding their answers 
as executable specifications.
