You might be preparing to "reinvent a wheel" here. At TPC 2.0, over
two years ago, a guy staying at my hotel was proselytizing on behalf of
Perl Certification, and he was one of many people who had already been
working together on establishing tests of Perl competency for nearly a
year at that point; there was a link to their web page from a perl.*
page (.com or .org) at that point too, but I don't see it now.
They posted many messages to comp.lang.perl.misc at that time. I believe
they had "Institute" in their name, which might have been something like
the "Perl Certification Institute".
I'd recommend trying to find out what happened to that project before
going too far in the direction of repeating their efforts.
