that was in my original post about this. ezmlm can allow open
subscription to all and have a fixed list of allowed posters or it can
be moderated so that the list regulars can get it and sometimes others
with useful input can get in. i think moderation might work unless the
volume gets heavy. you can also have multiple moderators (consisting of
the core of the list) which makes it easier to manage.

but having public read only access is vital. you never know when an
outside eye will see something that the insiders are missing
(forests/tree).

the lists should also be archived in the usual ways. having search
functions (on the web?) would be a good addition. development lists many
times will note an idea early on and forget it later. i have refound
some good nuggets by looking through old email.
