MakeMaker has very rudimentary META.yml support and is unlikely to improve in the future.
Module::Build, OTOH, can handle all this for you automatically. build_requires, recommends, etc... so if you like META.yml, switch to Module::Build.

Can dispatch($action, %args) be used to simulate dist => PREP to autogen the pod2text README?
