I think that's a pre-requisite for Jorg's idea.  Even when (er, if)
RFC 313 is accepted, someone's got to maintain the localized strings.  

That's mostly the issue Jorg had brought up.  While it's still useful
to translate perl*.pod today, it's important that we design/build Perl6
to be localized from Day 1.
