We run oddmuse on our server (which also hosts pdl.perl.org). It is a
perl based non-database wiki. We picked it some time ago because it
had better documentation than twiki, though these days twiki seems to
be more feature rich.

Anyway, if anyone wants an oddmuse-based wiki, I can give you one trivially.
