well the legacy code has the advantage that it does not need the
cfitsio libary installed. I would be loathe to take it out, but would
not complain about it marked as deprecated.

Can we at least mark Astro::FITS::Header as a build dependency in
the Makefile.PL so that CPAN shell installers will get it anyway
(it doesn't have any binary dependencies itself so it doesn't harm
anything). Then the message can go. Supporting the legacy mode is
pretty insane given the amount of effort that has gone into
Astro::FITS::Header to make it understand the subtleties of the
FITS standard.
