OK but it's still one more thing to have installed! As I said I would
be happy to have that code marked as deprecated. (i.e. no further bug
fixes or enhancements).

You can install Astro::FITS::Header to do the parsing without using
it to do the file opening and reading. It works fine without
CFITSIO. So if the legacy code read the FITS header but used
Astro::FITS::Header to parse it then no binary dependency is needed.
