No it's not. A lot of it would break the site (moving the page title
to the banner, or removing the cross next to the search bar) and some
of it is unfeasible (e.g. removing the cross next to the search bar).

You need to think more about the consequences of proposed changes. Say
you move the search bar to the banner. What will happen when you do a
search? Is that the behaviour you want? Say you remove the cross. Do
you know what that cross does? Are you sure you don't need it? Maybe
it's there for a reason.
