I also tried this on an X86 64 bit win7 sp1 with strawberry 5.12 with no issues 
on PDL 2.4.10.

At least on my Win 7 system PDL is running, neather PDL nor Windows 7 has a BUG:

An hour ago I successfully installed PDL 2.4.11 on my 64bit AMD ideapad netbook 
based on:
- Win 7 SP 1
- Active Perl 5.14.2 built for MSWin32-x64-multi-thread

I installed Binaries following the precedure described in 
http://cpansearch.perl.org/src/CHM/PDL-2.4.8/win32/INSTALL
without any problems.

Afterwards I started some demos in pdl2 to test the installation, they worked 
fine.
