For new collections in quarantine awaiting inspection, I plan to start
using sticky mats such as those found on construction sites.  I want to cut
them into strips and lay down a perimeter around the pallet.  I haven't
tried it yet, so I don't know how well it would slow down an insect, but I
do know they are sticky enough to just about pull off your shoe.  They're
also designed to be easily removed from the floor.  These may not pass an
Oddy test, but they would only be near boxed materials in a well ventilated
area, not in any contact, and only for a short period of time.
