Hi Leslie, I am jumping onto your thread because we are in a very similar situation at my institution. We are going through the early steps of the process of gaining licensing to procure chemicals and certification to treat our building and storage areas.
I am unsure about TX, but in CT the license is good for 5 years but is somewhat costly. There is required reading and a test that covers the basics of pest control and identification, but like you, I wonder and worry where we will be in terms of response and action and if there are certain things we will miss. This year we started logging pests/traps via conserv app to double check our current contracted pest controller's notes and that has gone well, but we still lean heavily on them for course of action and treatment. They simply have the field experience we lack, and it can be tough to make calls without that knowledge base.
