No.

I have a quick , dirty and untested idea though. Use authpf and have a cronjob and creates /etc/nologin when access is supposed to be enabled and a cronjob that removes /etc/nologin when access is enabled.

How would that work if you they were logged in before the /etc/nologin takes affect? Would it disconnect them or is it still a valid connection until the next login?
