I think we should lose the idea that it's fixed-width. 16-bit PIDs are
a limitation whose days are obviously numbered.

I think fixed width _*is*_ useful, it looks neater and is easier to parse.
However, it would mean at least 4 leading zeros for systems with only 16
bit PID's.
