It covers the holes for the old frontmount crane. I have the same thing. Never 
knew why it had a hole in the bracket though.

That's what I always thought;  possibly to hold a crane for a front mount? 
However every front mount Victor or Columbia I've ever seen has a cradle at 
the front of the traveling arm to hold the horn,.  Someone out there must 
know what it's for.
