If you find that the pulley is not out of round just replace the felt on
the governor stop. Don't oil it. Use real wool F-1 or F-2 felt and not
fabric store fake polyester felt.

devise a quick and dirty but effective way to check for out-of-round, by
securing one end of a stretched out paper clip or stiff wire under an existing
screw, and bending it so the other end nearly touches the edge of the pulley or
other component you suspect of being out-of-round or on a bent shaft.
Run the motor and carefully observe the distance (between the end of the wire
and the pulley) opening up or closing in, or remaining steady.
You can also position the wire so it points directly at the end of the pulley
shaft, and then run the motor to check for a bent shaft. Positioning the wire
at various points along the shaft (to the extent that the shaft is exposed),
can also reveal exactly where such shaft deviates from true.

strong. The only thing I have to suspect is the mandrel pulley. Do those swell
or become deformed. The mandrel pulley is pot metal and appears to have flakes,
I cleaned it but am wondering if it is out of round? If you watch the motor run
the tensioner moves in and out more than I would expect leading me to believe
something is out of round or a shaft is bent... Any advice?
