No, it is not. Every developer of this tool is part of php.net. By the
way, we use travisci and travisci developers are not part of php.net.
As I do not have a problem with this situation, you seem to have one.
What do you proprose then?

It is developed as part of php.net, it is hosted as part of php.net.
Only some VMs run in our labs just like some of our tests run on
travisci. Where is the problem?

All results have been published on php.net as well, for a very long
time already:
